Chase Environmental Impact Assessment Conclusion and Assistance Dioxin emissions for Waste Management Organization

The one purpose of this project is to provide execution assistance for EPA to trace the fulfillment of Environmental Impact Assessment (EIS and/or EIA) promise that guaranteed form the enterprise. The detail work is not only to realize the operation situation of enterprise by collecting and evaluating the yearly environmental quality data and the on-site operation record, but also is to estimate the environmental impact from the emission of the pollutant.The other purpose of this project is to take field study to realize the operation status of the publicly or privately owned waste management organizations that use the incineration treatment process, and to provide the improvement advice of operation if necessary. The detail work is to measure and analysis the content and of heavy metal that produced from the bottom residual, fly ash and mixing ash or the concentration of Dioxin emission. Also, the database of incinerators owned by these waste management organizations will be established. The execution results of this project are described below: 1.Accomplishment of the trace work of the year 2003 fulfillment of Environmental Impact Assessment promise that guaranteed form 13 publicly or privately owned waste management organizations. This work included the on-site investigation of operation situation and the integration of the operation improvement plans that proposed by the organizations. 2.Accomplishment of the improvement advice of Dioxin control emission for 16 publicly or privately owned waste management organizations that own the incinerators. 3.Accomplishment of measurement from 31 sets (14 organizations) of sample that produced from the bottom residual and fly ash in incinerators. 4.Accomplishment of the database of incinerators owned by these waste management organizations.
